is it worth to register llll.org which is created 1996 and dropped

It depends if the letter stands for something, what was about if it was developed and what backlinks it has. But if it's dropped it loses its age so will be considered a new domain.

 

if there was a previous developed site it should have some traffic, definitely worth giving a try if that is the case

and like patataur says its cheap to register a domain so you may as well

 

If it's a random LLLL.org domain without any real meaning, definately not. It's no more a 1996 domain, it is dated from whenever the next person registers it.
