I know theres a site around that you can post your coding needs and you can find out about how much it would cost to get the job done, I just cant put my finger on it. Anyone know what the site is?

I know about all of those sites but I was thinking about a site that was specifically for finding out how much the project would be.

There is no way to say other than to actually get quotes.

I have seen quotes range from $60 -> $48,000 for exactly the same requirements (develop a mini site for an existing site and host for 1 year) so how a site can say where in the scale is "correct" is next to impossible

Its not a site where you type in your idea then hit a button and it says the price. You put the description in and post it and people will put "bids" in to give you a rough idea of what its worth.

As said, all those sites I quoted are this... of cause the idea is that you then select one and go ahead to use them but given the proportion of propositions that ever have a bid excepted appears to be sub 10% then clearly some people either massively under estimate the cost of what they are asking for or are doing it for guidelines only.
