    Yes it is necessary, it's an expense for them and income for you, so yeah, it's necessary.

    how can they know the info is right or wrong?

    You don't respect other peoples time do you...
    Read carefully all the tax information and you will understand(maybe not) that none U.S. publishers that have no business in the U.S. can avoid paying Taxes.

    Of course you will also have to confirm your address with the PIN(personal identification number) that they will send you.
