Oh yes, Google do serve CPM based ads. Not sure about the CPM though. There are lots of other CPM Ad Network. Just Google it.
Yes, Google does serve CPM advertisements from time to time, but I guess that it gives much more priority (and earnings when clicked) to text ads. AdBrite is good for CPM, but BidVertiser sucks bad (at least in my experience). That is not true and even if it is, this means they are breaking the AdSense policies, because AdSense ads are not allowed to be placed inside frames or non-content pages or used in any third-party service or software.
Yes, you can use AdBrite and AdSense on the same page as long as they dont match each other too much and don't confuse the visitors.

i saw some cpm ads from adbrite that loads ads on the whole page with skip button above does this works with adsense or its against TOS ?
From the AdSense policies: I think this answers your question. However, you can use the normal banner/text advertisement from AdBrite on the same page as AdSense, as long as they don't look too similar.
