Technically, no. But if someone wants to buy it, I don't see why you couldn't add them to the blogger account.
No you can't. The master account, that which began the blog, can not be removed from the admin privileges although you can grant them to others. To get rid of the blog completely, something the buyer may insist on, you need to give up the entire Google account. Trust me on this.
I read through the ToS before and it says this, 7. No Resale of the Service. Unless expressly authorized in writing by Google, you agree not to reproduce, duplicate, copy, sell, trade, resell or exploit for any commercial purposes (a) any portion of the Service, (b) use of the Service, or (c) access to the Service. although blog selling is not allowed by google but still you can sell your blog by adding your buyer as blog author and grand him admin access.
Yeah, the only option to get rid of it completely it like CountryBoy said, you must give up the whole account.
But beware of scamming if you're going to sell the whole account. Can't complain to the police that you did something illegal and it went wrong.
You have to give away your whole Google account, that's the only way to completely transfer the blog to the other person for sure.
Achieving a PR of 4 is not at all a simple task and it hardly requires lot of effort. Continue your blog and earn from any other sources like adsense apart from selling it. If you still want to sell it, then no one can avoid you from it pal
