I am sure many people still believe a link building is the primary Off-Page SEO. But what do you think of its importance after the recent PR update? Building backlinks is still an important SEO factor or Google doesn't seem to care about it any more?

9 times out of 10 people are trying to get the wrong backlinks from the wrong sites for the wrong reasons, and then they wonder why Google is "punishing" them (when it isn't). The simple fact is that Google is interested in serving the most relevant results possible to the people who use its search engine so they can make the most money off of the advertising that is supported by those searches (and the people who make those searches). These people also tend to be the ones who read what is generally considered to be good overall advice and just go overboard with it. Such as with social media/networking, directory submissions, article submissions and so on. Seriously, there's such a thing as overkill here, and we need to make sure we don't fall victim to it. Rather than just trying to submit to every site/directory/whatever possible, why not just spend your time conducting some basic research to determine what sites would be best for us (as a community) to focus our efforts on so we can deliver our content (or products, or services) to those who will benefit the most from it? So yes, backlinks are important. They always have been. But the right ones are worth far more than their own weight in gold - and those are the ones you should be targeting, rather than every cheap, low quality link you can.
I agree with the idea of getting quality links in terms of the relevancy of the backlinks. But are they still important even if they are obvious paid links?
having backlinks is probably the most important thing for SEO but you must have only quality backlinks. and link building should be done manually, step by step, adding new backlinks daily.
What are you (not you in particular, just using the word in the general sense here) buying the links for? Increased targeted traffic to your site (that you then convert to customers, repeat visitors, user,s etc), or a higher PR (and thus possibly a higher ranking in the search engines)? If it's the former, make sure the rel="nofollow" attribute is on the anchor to be on the safe side and enjoy the traffic increase (Joe Average user won't know it's not passing on any PR juice, nor will he know what PageRank is anyway - it's a link to a site he may be interested in for all he cares). If it's the latter, forget about it, don't spend the money, and get some free links instead. Then spend the money on an actual marketing and promotional campaign.
Building quality backlinks helps bring up your PR which I consider to be important. Judging by other postings I've had in the past, some people have the idea in their head that backlinks and PR are not important. They're only not important if you're going for key phrases that barely anyone looks up.
For SEO (as SEO is an Internet marketing method based on search engine rankings). Not for direct traffic Would quality (however you may define) paid links still work as much as they used to? - that's the question.

Backlinks still hold large value in ranking a site. The recent drops we have seen in PR is due to Google cracking down on people buying links to try to boost their PR.
SEO is still all about relevant content and relevant links, you need both in order to achieve better results in search engines.

SEO is not Internet marketing. In fact, there's a specific term for that - SEM (Search Engine Marketing). And no, they won't work just as well as they used to, especially when you get caught. They will however, bring you traffic, if the link is placed appropriately on a site that is related to yours.
