Actually its not a rare thing to get the account back, if you have been banned unfair, and if you have a proof of the clicks to be legit, attach logs etc. in the email and they will give your account back. in my case, I had a student website for one of the universities, the university had a large campus and most traffic was from campus, all ips were like AAA.BBB.X.X (only X were different) and Google thought I am clicking on my ads walking around the office or something. I sent them visitor logs, and they gave my account back.
