Multidomain hosting under 20$per month

Good day, everybody!
Here is what I'm looking for:
2-3 ip's, private nameservers
domains hosted, sql, mails - unlimited
2-10GB disk storage

I'm thinking of resellerpanel.com, but their ping-response is not impressive (or maybe its just the distance - I'm in Europe)

will appreciate any suggestions...

Why not just lease out a dedicated box?
