Ringtonegeezer, The issue is probably not exporting the cigarettes. The big issue is importing them in the different countries, they will all have a different legislation regarding howmany you can bring in etc etc
IF they pay import tax its OK right? IF anyone has a ready made cigarette website shopping cart let me know.
You better get an awfully good lawyer involved before you even consider doing this. And taking the word from someone else who sells cigarettes does not qualify.
My guess is where you have issue is the taxes. I am not sure, nor claiming to be an internet esquire, but I am guessing your may run into some of the same laws that govern controlled substances, and state lines. 2 cents.

there may be small restrictions, however the tarrifs/tax will be much higher to import/sell maybe even online due to custom fees.
