Are you talking about asking for Link Exchange, or just asking for a one-way link? If it's the second, do people actually do that? I mean....if someone e-mails me "please add my link to your site, give me your link juice while you get nothing in return" indeed, that man/woman would look like a fool.
Every site that exists is in a niche, and each niche has sites that link related sites. A big majority of the owners of those types of sites won't know what SEO is (if they do, they don't care) and are very happy to link your site as long as it's quality and not a spam site. This is really the ideal way to get one-way links. Related sites give you more credit than anything else, even expensive high-PR sites -- and they give you the end result, users.
My best method is to individually contact high-quality sites of the same niche and offer them a solid, unique article that has my link at the end. kf

If you contact the other website's admin directly, how will Google know it was a paid link? It won't of course, so paid linking still works, it just doesn't work if you do it "at the surface". Agree?

You could judt write some unique content, set up some hubpages and squidoo lenses then go around the social bookmarking sites and promote them - this should generate some SM traffic and in a while some organic visitors.
