Upto the best of my knowledge, - is viewed as a join by Google. Dashes are considered as delimiters

If you talk from SEO's perspective
    It doesn't matter
This is one of hundreds of wrong perceptions people have, like ancient myths which came into existence because people didn't knew how things work.

But if you want people to share your URLs with friends "by speaking that out" its better to have it without special characters. Everyone is comfirtable with "-"s in URL but its hard to remember special characters especially ones like "%26".

So if you are making a new website, use "-", Why do you want to take a chance even if it's just a myth.

register both incase you become a popular website and people rip you off my website was firstword-secondword.com and loads of people made copies with no hypen and a .co.uk etc.

Get as many domains around the name you can if they are seod and all give a link to your site you can get a good google position.

Well he's not talking about buying a domain with a +, which isn't allowed, he's talking about a filename or folder which is.

    I suggest hyphen.

The + doesn't have any advantage... even if it's SEO equivalent, hyphen is easier to read.
