I am not sure which Account Type to have and what are the major differences. I will probably only be receiving money, maybe some giving away too.

    Can you also upgrade later?

Well Personal accounts can't receive more than 5 credit card payments per year and they change no fees for your transactions, with premier you can receive credit cards payments too but you'll pay fee for every received payment. You can also upgrade from personal to premier any time and also you can have 2 accounts one premier or bussines and one personal for your needs.Hope this helps.

So you suggest Personal is a bad idea?

What if I have my name as the account owner, but the details are of my brother who is 18+?

Also are there any restrictions on PayPal-to-PayPal on Personal?

A Personal account is made mainly for a private individual to spend money rather than receive money. The only receiving would be from non-sales activities like friends returning the money you paid on his behalf the day before.

If you want to engage in any sales than you will need a premier account at least.

I have a Premier Account. I am under 18, the account is in my name,. however all the details are my sister's.

Should I change the name of the account user? How do I do this?

You cannot transfer a paypal account and thus you cannot change the name of the account holder unless you have legally changed your name or it is to correct a typo.

Actually by signing up, you already broke two big terms of the contracts and if Paypal finds out, they can break all ties with you. First by signing up by lying that you are above 18 and second by not providing false, inaccurate and misleading information when you sign up.

I haven't providing any misleading information. All the bank details etc are correct. It is just the account user. I will be predominently using the account and therefore I thought I should put my name.

You did say that you used your sister's details and since you are not your sister, it would inevitably be considered using inaccurate information.

Whatever it is, it would be an issue between you and paypal.
