this will help increase your backlinks for sure.

I believe you cannot really get penalise with these. Even if you take 1200 submissions package. We take 5-7 days to complete the submissions. Then, directories owner will not instantly accept your link, some take longer to review. Then Google and Yahoo bots will take anywhere from 1 to 21 days before visting the site and indexing the backlinks.

This is why, the indexing of the links is spread on many days.
