I was thinking about writing press release articles about my website to distribute to several press release sites. Am I allowed to do this if I don't have a business license under my website's name?
All it is a press release, it doens't matter who you're... Even if you're not affiliated with the company you can write a press release, it just wouldn't be "Official"
Go for it! I've seen press releases rank pretty well in the search engines. Some of the press release sites are looked upon favorably by Google.

These services can help and some will even help you write it. Anyone can submit a PR without being a business providing you meet TOS. I have had fairly good success with both paid and free PR.

A press release can also be for promoting yourself and not only your business So yes, you can go for a press release even if you dont have a business license, for your website
