Never steal content. Get owners permission first. Most would not mind you having their article on your site as long as you link it to their page. Remember that someday somebody might want to steal your content and you would not like that.
Nothing will happen. It's ok to copy content and market it better. But don't copy the page AS IS. Make it your own and link back to the original. This kind of method is respected by webmasters as well as Google itself.
Republishing articles on your site or blog probably won't get many rankings for those pages unless you have an extremely well ranking site with tons of great link popularity...at least in Google from my experience.

I hate it when I find my content has been copied. I usually fill out all the DMCA paper work stuff for Google if I am really bored or annoyed. If the admin doesn't remove it immediately.
the copy police come and shoot you (depending on what country your in) It's probably best to use re-written content that passes copyscape to avoid any shootings!
Reading content then rewriting it takes a few minutes depending how long the article is. Save your self the hassles, then save your self the embarrassment of being unoriginal. Stealing content as is has to be the lamest thing on the net.
You can't go wrong if you get permission first. If you think that is too much trouble, then decide if it is worth being penalised or being complained about to your hosting company.

copying content without permission is very unethical (at least for me) Remember that SE loves unique content. If you can't create your own content, at least read a couple of article and based on those you can create your own article
I find it strange that same website owners use duplicate content in different domains and still not get banned....They should get banned, but they dont....
