Servint does allow adult content within the laws of their state. As for your other requests - it's a VPS so you can set the MySQL query limit and max_connections in your my.cnf file. You can always start with their smallest VPS and then upgrade to the bigger packages.

The normally max_connections = 500 in my.cnf file But mysql connection depends a lot of factors including max_allowed_packet, query_cache_size, and query_alloc_block_size, etc These limition will protect your server from too high loading. Actually you can find the reasons when your mysql connection has a problem by checking the log files.
