I believe that $125 for 2TB or real bandwidth is rather low especially since you will be running proxies (which will actually eat up the bandwidth). If you increase your budget another $30-$40 or so you might get some more offers.

but I want a new one becuase I am not satisfied with their security, My server got hacked with them , so I want a new one with this price.

It will matter where it is yes.

 

Ideally you want to host your server where most of your traffic comes from. If most of your visitors are european, go with europe. Also if you want to host warez you'll have to check with the hosts terms of service, and try to locate in a country that wont communicate with yours.

 

location is not important for me
What I need is a good reliable service, no problem if warez is not allowed, US will be ok also

For dedicated hosting, you cant expect to reasonably pay $5 a month. You must understand the differences between shared hosting and dedicated hosting. Location is also a big factor here.
