If you have the cpanel, with username and password known, then you can log into it and find all the statistics. I think there are some free tools available to check the traffic. One is alexa tool. Go to the alexa.com and feed the url. It will show you the traffic for a particular period.

This is a business, like any other business. After the initial haggling, and whatnot, tell him that you need to see his his log files from his host for the past 90 days before proceeding on.

first you can ask them to provide you some screen shots of their statistics. you can also check their site on alexa.com , but keep in mind that alexa's data is not exact and it probably shows lower numbers than real ones!

No. Traffic is only kept traffic of by the webserver, and the web server can be changed to say whatever the owner of it wants it to say. About the best way to tell traffic is Alexa, but it is really inaccurate, especially when the site is outside the top 300-500k, or if the site is something that would attract a big Alexa using crowd (like web marketers, or blogs about boosting your Alexa rank, or TE traffic)

THere are couple of sources you can use to get some idea of traffic one source i love is compete.com it will give you pretty good analytics not very accurate but it is conservative enough. Also quantcast.com is good tool. Also check verify the age of the domain some ppl just buy a domain with traffic and make all sorts of claim. here some tools to verify. Remember check all these to have a good idea. I would stay away from alexa it is very easy to fool its stats.

    iwebtool.com

    good luck

If he's using statcounter to measure traffic on the website, then yo ucan ask to log into statcounter, as you don't need to log into the website to view the stats. Statcounter only counts the last 500 entried in detail, but it keeps records of how many visiters/pageviews there have been. It's a free tool, so even if he isn't using it you could ask him to do so for a few dyas while you discuss the sale.

    (www.statcounter.com ifyou need the address)

Tell him to put statcounter on his site for a week, and make the stats viewable by the public.

You can use free version or paid versions of ewebcounter.com or statcounter as per your requirement to know the stats and visitors of your site.
