Basic SEO Tool Needed - Does It?

My 7 week old kept me up all last night, but because I don't shut down from work mode I was thinking about a new tool while lying there, that I haven't seen but was wondering if it was out there. I started searching but nothing.

Here it goes, is there a basic tool that scans a web source code, identifies structure and "point system" or "percentage" rates you? Example...scanner sees a meta tag=+1 point, doesn't see an H1 tag=-1 point, then rates you on overall coding?

Just a thought, seems many would like to see how there site measures up, but in a quick type format.

PM me your details and terms, I've had another day to look around and what I was able to find wasn't "user" friendly. I'm looking for something web based, person enters web page location, algo gives a percentage out of 100 and tells them what is and isn't there sort of thing.

I had a feeling it existed, this was what I was looking for. I'm still interested in developing one similar. If anyone is up to the task, send me a PM with details and terms.
