No, unless you have the court-documents to prove that you made a legal name change or if there was a small typo. As you cannot transfer a paypal account to someone else, it is thus not possible to change your name and also it is unlikely that you forget your own name.
Log into your account, and go to the help section. Search for 'change business name', and it should be the first option. You can also try this link if you are in the us: https://www.paypal.com/us/wf/f=ap_namechg If you're trying to change the owner's name, the same link will work, but you will need to send in supporting documents. In many cases it's easier to close your current account and open a new one with the different name.
Well there are disadvantages of opening a new account if you have things like subscriptions and things of that nature on the account. Add on the fact the # on your account of the verified payments you've received. Not that it means much but I figure some users when purchasing something look at that number.
