Need your advise on this domain owner approach

The domain I'm after is live, as in there is a site there but it it seems there's no activity, although it's not abandoned. I doubt the owner would want to sell it as he had it for past 5 years, but i want to test my luck.

There's nothing special about this domain. No traffic, not a premium domain, very ordinary. It's a combination of 3 random words that makes no sense whatsoever to anyone. I'm surprised it was even registered. But it does hold a special value to me personally. I really want this domain.

My budget is $300. I assume i will be sending an email, what do I say and how do I approach this?

    Dear xxx,

I'm interested in purchasing yyy.com which is currently registered to you. How much would you let it go for?

    Sincerely yours,
    ZZZ

Hi I'm worried by asking him/her how much they'll sell it for, they'll ask for a crazy price. I have no experience in domain selling and buying, but was hoping for an alternative technique.

You can only try under your budget, just counter-offer under what you have and try and bargain the best you can.
