I hate Tazers. The police officer should have called for backup. Before Tazers, cops had to decide whether they would use force or not. Tazers seem to have removed this decision making process, as they are deemed "non lethal" and frequently become the weapon of FIRST resort. This is not how a free society functions, where a citizen responds to an emergency on their phone, and then ends up getting tazered. The definition of resisting arrest needs to be reviewed. Too much police brutality these days. But then with a federal government that endorses extraordinary rendition, maybe we as a society have moved to the point where using force on citizens preemptively is an acceptable next rung to fascism.

This is true. The same, in its day, for the PR-24. From my experience, unfortunately, a lot of it comes down to poor training, and a lot of that comes down to the dearth of dollars allotted to it. Cops, like all of us, go to instinctive or baseline behavior under an exigent circumstance. If you have been properly trained, you do not reach for the taser or baton as a knee-jerk reaction. If all you've been handed is a baton, or a taser, this is what you go to, particularly when amped (as you are when the shit hits the fan). I've taught cops tactical defense, including the Ojibwa tribal police force. The latter gets a couple weeks watching movies, at best, and almost zero time in practical training. In a riot years ago, way out of their ability to handle it, what do you think was the most common action on the part of the cops? It wasn't talk, guaranteed.
I could have put that woman on the ground without injuring her and without using a taser. Its called 3 weeks of martial arts if that much. A few self defense courses are enough to learn how to put someone on the ground. And I am very out of shape. Pay the cops more, have less of them, and train them better.
