    What you have to do is, Leave him a negative i trader, and a negative rep so that people won't get scammed again from this guy.

    scammer talks about a service. if you want it the pay %20 of service and %80 at the end of job.

    I would never laugh about having been scammed, regardless of the amount. You guys should file a dispute with PayPal, which at the very least, should incite him to respond.
