It's primarily determined by the quality and quantity of incoming links, and is a quick and dirty way to see how popular a page is. Since it's a universal metric that all webmasters can quickly check, it's often misused to assume how much traffic a site gets or how high it ranks - neither of which correlate very well with PR. and since millions or more sites started to cheat or artificially inflate their G PR by linkfarming, link-buy/sell/trade etc the current PR is as valuable as the $/£ would be if millions of ppl would print their own fake bills = nothing at all! the intention was good - what webmasters made out of it bad - i would opt G to completely drop PR again, just like Y did with their own copy of it.
Well, as for some "awesome directories", they don't really give a damn about your site's SERP ranking and how high your site drives a traffic, all that they care about is your useless PR.
As far as I know SEO experts work is to generate traffic to the site so SERP for the traffic and PR for the site award.
Many sites are now showing lowered PR after the last update but still seem to be maintaining high rankings and traffic volume.
PR means nothing, at least it should mean nothing, but, as said before on this topic, a lot of directories, advertising people etc. value its weight in gold. Text Link Ads, for example, tries to value your site using PR and Alexa rankings, both of which are complete bull!
It is a matter of hide and Seek game of SEO Techniques... and anything prohibited is the most people do.
I think that to say PR has no effect on the rankings is an overstatement. It could help in getting good SERP\'s if there\'s high level of competition for specified keyword. It\'s not a deciding factor but weights. As for trust I would agree with harsha22.
