They are important, but anchor text is much more important. You can get away with just using good anchor text.

it is much better to use link titles with your major keyword because search engine give weight in anchor text use for linking, thats my point of view and i have proven that to some of my sites, that the key i used in my anchor text rank higher than my other keyword that i dont used even if the competitive level of that keyword is lesser than the keyword that ranks higher in SERP's

If your talking about the use of TITLE tags which display the page title at the top bar of the browser then the answer is yes. The TITLE tag is one of the most powerful elements in terms of onsite SEO.

Yes I agree, but the title tag in the <a href="" title=""> is somewhat just like an alt tags which describes the text links (anchor text)...:p

I have found that it is another case of "what doesn't kill you". I often put a title attribute keyword variation in about 50% of my links. If the anchor text = "blue widgets" i will make the title = "blue widgets uk" or "buy blue widgets".

Also to all the people who put "Anchor text is important, Yes" or "Title tag is important" please learn to read the thread first, he made it very clear what he was asking you are just posting for the sake of it and more annoyingly, posting crap.
