Toplist on google,msn,yahoo,askjeeves and more?

    My client wants to have there website advertised first page on google, msn and the others.

    He is willing to pay a couple hundred.

    What can i do for him, to increase his client database?
    and get him on toplist of google etc.

    If he wants to advertise, then most of those have advertising programs such as adwords. A couple of hundred (dollars) a month is a start for that.
    If he wants to get to the top of serps for a popular and well-searched keyword, a couple of hundred (dollars?) is not a generous budget
