Generally, SEOs and Link managers in SEO companies have many sources and good interactions with other SEO companies SEOs and link exchanging people by that they can manage links.
SEO companies do the SEO work that many people can't do because they're too busy trying to update their websites, run their business etc.
What if I want to make my own company with seo. What can I do, and how would I get so many links, so fast ?
How good are you at onpage SEO? Have you successfully SEO'd any of your own sites? Do they rank well for good keywords/phrases? Do you have a big list of link directories etc? It'll be hard work getting business if you can't prove your SEO abilities.
I'm going to have to agree with sweetfunny. I don't technically work for an SEO company, but we manage 12 websites, 500,000 pages and we're coming out with a directory currently. I manage the link development and we have other guys who focus on just adwords, SEO, etc. If you had to ask, don't do it.

They do the same basic thing that we do - recommend a Yahoo directory inclusion & Business.com, and all of the dofollow social bookmarking sites. Beyond that, the usual measures for safe keyword saturation, meta and page & URL optimization.
I work in SEO... there are many ways to build links. Some companies buy a lot of links. Look up "link building" in Google and you will find some creative ways to do it without buying links. SEO involves many things: * getting a clean crawl from search engine spiders * keyword research so that you are targeting the right keywords * on-page optimization (titles, headers, keywords in content, internal linking, url structure, etc.) * content development * off page optimization (linkbuilding, piggyback SEO, etc.) * SMO * etc.
