Do you mean have 2 seperate links, with different keywords pointing to the same URL? If so, then yes it doesn't hurt you but they will get less weight seo wise each since its split between them.
let me rephrase your question... is it ok to have 2 TEXT links contaning 1 URL in having two different Kw? (correct me if iam wrong.. ) dear.. it doesnt matter if you want to target two kw..
If you are talking about putting them on the same page then I wouldnt do it... you are diluting the value of the link and the keywords. and does something like that seem natural to you? then its not going to look natural to the search engine then
How does keywords on links counted? Will it be counted as the whole sentence or SE will pick up on the keywords within the sentence? eg. Anchor link = "Digital Point, Digital Points Rocks You" vs "Digital Point" or "Digital Points"

It won't have a negative effect, but you won't get as much weight in the search engines either. The seo weight\value is being divided between them both, but the search engines are reading the hyperlink with two different anchor texts.

you're right. there's nothing wrong having many anchor text with 1 link.. but i came this thinking.. one possible things happen.. it can never give you same benifit on SERp, BL and also traffic.. because it is the same and if iam the searcher i'll never eager to click your text link for it is the same.
