Eeeh, these 15 year old scammers. When I was 15 I used to have respect for my elders. But seriously, these payment exchanges are always very risky - only to be entered into with the most trusted members. The very high exchange rate should have served as a warning.
I really never used PP, it was not avail in country I live. I didn't know people can ask for "money-back" so easily :&

I wouldn't call about wanting the money back, I would call to let his parents know what there kid is up to. May start off with stealing money online, and end up doing armed robberies.

Btw, you can report him to the domain registar if his information is incorrect, right? Can try that, cause his name, street and zip code is not correct. And his phone number is some elementary school. (probably where he should be)
