There's not best. Only the better one for yourself.

The best? Well... ideally you would want a site where you can directly sell something to people for a high profit margin and no competition.

Building a content rich site which is useful for your visitors.
You can earn through Adsense, by placing links-banner etc.

depends what you want to achieve! Do you want to spend a lot of time on the projects or just a few hours a month and otherwise sit back and get some cash (also when it is not that much). Well for the second one, I would recommend BANS, wallpaper sites etc. User generated content is the real winner. but really difficult to succeed in.

If you sell something (lots of work) you need to have a profit margin of at least 7X of the production cost.

There is no such thing as best site - until you make it a best site. A while ago a guy made a mint by having the great idea of selling 10x10 pixel areas on his website. Back then that would have been the best site to have. Then everyone copied it, and it wasn't much of a great idea anymore.
So if you simply ask others or copy what everyone else is doing you probably won't get very far. You problem will not just be the best site to make money - but also how to get traffic onto the site. Doesn't matter how good your site can sell, if there are no visitors who could buy.
    :)

Any site will require money and time investment to make it work.
I for one like free web hosting providers (110mb.com as an example).
Use LayeredPanel to reach max performance and money (btw - if you buy from them now you get a free V2 license when it's out so you can start two sites for the price of one...).

It is more about how well you advertise your site than it is what your site is about. Too many times people keep changing their site and their concept. Find something that is not a "fad", advertise the hell out of it, and you can make money by:
    1. selling advertising space
    2. selling a product
    3. AdSense
    etc....

A lot of people these days are making sites with videos of popular TV Shows.
The videos aren't hosted on their sites, but instead are embed from YouTube and Veoh.

Depending on how well you market yourself, and how good your domain name is, you can make quite a hefty sum.

It is something that you should definitely look into.

Find a niche and the profit will come once you have a good flow of visitors.

Just make sure you're interested in the subject matter. It's inevitably going to take a while to get off the ground, so if you're not interest in the theme of the site to begin with you'll probably lose interest before it gets going!
