Grammatically without any context, yes. With the context of what the business is and what he's trying to convey though, that line wouldn't make much sense as a slogan.

Get $0.50 CPC $25 FREE to Join" What does the "$25 Free to Join" mean? Do you mean $25 FEE to join? or is $25 part of the $0.50 CPC somehow? Do you get $25 free? Hire someone that knows English well. No point in losing business when you don't have to. Both the "felt" and "looked" ideas are problematic from a marketing point of view. Good luck!
