$350 Page design Contest (Simple, look at my pic Included)

I need a good, clean web 2.0 design for a big update at reverselinks.com

Contest is:
$200 for the best uncoded design
$150 to implement the design (just one page)
If you dont want to code the design you can just enter for the first part

I have a very basic idea of what I want, but obviously the colors etc are all way off.


More Info:
*I need the 3 tabs at top
*The background for the actual text must be white
*The site background can be anything (currently it is dark gray, but I'm also interested in say white)
*I need space for all the links you can currently see in the example
* http://www.reverselinks.com if you need sample text for the design

You can change/edit the logo for the colors to fit with the design, the psd file is here

Feel free edit the colors of the logo, or even change it completely.

It must work with a 1024x768 resolution

 

Is it ok to make something like a 900px wide one then when coded fits into any size (except 800x600)

Interesting theme, but I need the main text background to be white (maybe I wasnt clear in the original post)

Also difficult to pin down, but it looks a bit too cartoony? I'm going after more of a professional but clean look.
