it all depends on what kind of site you're running plus your ad placement. blog-style sites should have a very high ctr (if ad placement is right), 2.5% is low for them. sites like imagehosts have extremely low ctr, 2.5% is good. here's the best ad placement for any site: 2 square block ads at the top, and one verticle banner at the LEFT side. left is much better performing then right.

however, this would be considered an ad heavy site; your return traffic may be low, but your ctr will be high. it's good to use this for sites that get most of it's traffic from links and search engines, sites with guaranteed traffic.

anyways that's my 2 cents from personal experience. i've done very well using these tips.

    Depend on many factor.

    - Ads placement
    - Content
    - Technics
    - etc..

for me 2.5% is quite low. normally my web get average CTR around 7.5%+

If you need to increse your CTR, you have to know visitors behaviour first. more research mae more money. try on many type of ads. check CTR for each page. think like you are visitors. what are they looking for? and use eye catching technics... etc..

CTR is only one factor in the Adsense money-making equation. See the following examples:

    1. High Impressions x High CTR x High PPC = High money
    10K impressions x 25% CTR x $2 PPC = $5000 / day

    2. Good impressions x Good CTR x Good PPC = Good money
    2K impressions x 10% CTR x $0.50 = $100 / day

    3. Low impressions x Low CTR x Low PPC = Low money
    500 impressions x 1% CTR x $0.05 = $0.25 / day

The factors that you most control are number of impressions, followed by CTR, followed by PPC. Impressions are a direct result of site traffic, number of pages, and pages per visit. Work on traffic first, add content and pages next, and then work on CTR. You won't be able to affect PPC much unless you change the topic of your site or do some skillful keyword manipulation.

I think you misinterpreted their reply, or they have a completely wrong reply. Your CTR does not depend at all on the impressions, unless they are extremely low, then your CTR is inaccurate. Your CTR depends on your ad placement, bounce rate and traffic sources.

2.5% is not too bad. The only thing you can do is to study back your adsense placement and type so that i will increase your CTR.

I bealive content isn't that importants as links.I think media boot looking for links firs,so even title isn't that important as links on the page.

So ads are your links alike. This way you can change cpm, have more links near ads...

No I did not. They ment if I have 100000 imp. that means 2.5% is very huge. but if have 1000 imp. that means 2.5 is too small.

I have seen a decline in adsense CTR since the clickable area has been reduced by Goog. Moved from 3.75% to 2.5% this month.

It depends on your traffic sources. If you have 1000 hits from Google and get 2.5% CTR, when you reach 1000000 hits from Google the CTR will still be 2.5%. The only reason for the CTR to drop with higher traffic is if you have rubbish traffic sources, such as Digg.

its better to have that CTR, because my CTR was like 25% and the next day, my account disable, still waiting for them to review my case and give back my account.

You are a loser. Give up Adsense and try something else.
