average return for purchased lists?

    Average is a usually less than 1%. Stick with double opt in leads that sign up under you in exchange for service or products.

    Purchasing a list -- dangerous practice!!

    You are just asking to get shut-down by your host and maybe even your ISP.

    I recommend a joint-venture with someone who already has a list, or get to work building your own. I am sure John will agree -- nothing beats building your OWN list.
