SCAMMER ALERT -BEWARE OF latino_heat

i sent $200 paypal for exchange into INR to the member latino_heat
He was so communicative before i sent him paypal but disapeeared as soon as he got money in his paypal account . now he is just ignoring my pms.
The paypal id he used is -

Allthough i have informed cybercrime department ( my brother is working with Poloce department cyber crime cell ) and charged back paypal payment but we should do something so we can do things without fear of getting scammed
