Call the business, speak to the mother who is the "doctor". If in fact she verifies that this is legitimate, cover yourself and use an escrow service... that's is by far your best bet.
A letter of credit is the best option. Your bank will make arrangements with his bank, the item will be shipped to you. When you receive it, they release the funds to his bank. Same idea as escrow.
Never use wire transfers, your just asking for it, use a more trusted way of sending payments. Like escrow or paypal.
Paypal is not remotely secure enough for a $8,000 payment from a complete stranger. It's too easy to get away with murder on that site if you are a fraud.
Hey guys, Just wanted to update all those who helped me out with the transaction that I did get the ultrasound machine safely. Neal Fazal actually was not a scammer and if anyone reads this, do not be hesitant in buying from him. Thanks to everyone who helped me with this.

Paypal would helped you out if you havent received your item i suppose and the simple thing that he accepted paypal as a payment method is a trustable act,paypal can be reversed while wire payments are final.
I don't think this is true. Paypal payments can only be reversed if the funds are still in the scammers' account.
Please do not use wire transfer or escrow for such transactions. Contact your bank and get L/C "Letter of credit" issued for him. The bank will pay him only if the delivery is made. However you may need an import license if your countries law require so. I am an exporter and hence can tell you that this option is the best for such transactions.. If your budget is bigger you can pay your bank to do a background check on him and his company. You will receive a full report of his finances, number of completed project, orders etc.
