Need a good script similar to Youtube.

Looking for a good seo friendly script to allow members to upload videos and photo files, if possible that it would allow me to add content like a CMS.

Please recommend one.

You did not specified what website you want to install.
If is Clipshare make sure you have all the video codecs installed on your server.
In case you don't have them installation cost is around $70.
If is a regular website.. why don't you do it by yourself ?
