Can I be given a negative iTrader when there was no trade at all?

A jerk gave me negative iTrader today since I refused to accept his order. He never paid me, nor did I commit to take his order.

He wanted me to provide service first and then pay later to which I refused. Its important that I mention the fact that I had clearly mentioned in the thread that I work on upfront payment basis. Since I refused to take his order he gave me negative iTrader saying "Deal did not go through due to non trust". He was the guy who did not trust me and he says I did not trust him. I had also replied very politely to his PM's.

Can anything be done. I've informed the mods but no action seems to be taken.

even if you are not banned for the clone/dupe account, his thread states you pay him 1st, so you abused the itrader when you gave him neg for not doing the work 1st. you accepted the terms in his post when you said sold.
