    Write Articles supporting your site.
    Do offline Marketing of your site as well.
    Invest on Google Adwords if you can.

    For a site like this I would try to do a lot of social bookmarking and "viral" type techniques ... Perhaps you could write an article explaining to people how they can download programs for free ... Or you could, I suppose, write an article talking about any of the software that is available on your site - these articles of course all link back to your website.
