Paying to have someone help me move a forum

Hello there! I'm trying to move my site to a new server.
The blog went smooth but the forum will only show questionmarks instead of letters like åäöÅÄÖ, I have no idea how to fix this and I would pay the person who can guide me through this on MSN 20 dollars.

    The forum is phpbb.

    Thanks.

I should've mentioned that the domain isn't pointed to the new server yet (cause I wanted to make sure it would work first)
so whoever wants to help me will have to temporarely add my IP to their hosts file (C:\WINDOWS\system32\drivers\etc)
and if you know enough about this to help me, you know I'm not trying to hack your computer (like one guy who tried to help me :p)

I few people have tried now :S

This one nice guy suggested that I reinstall a clean version of Phpbb2 and I tried it and it still shows question marks, so I guess it's not the move that is the problem... :(

Probably to do with the character encoding your database is stored as.

I solved it! I changed from utf8 to latin1 when I imported the DB, after that everything that was in the language files still didn't work so I had to replace for instance Ã… with Å

Not pretty, but it works :D
