Another point is that... If my site had a PR then why should I refund the money? Then I could sell links on per month basis... that is sell links for $25 a month or something like that... The existing plan is similar to raising money from public by selling shares and then buying that shares back... it works like that.....
I think you should make a specific agreement with advertisers on this.. or a specific time-frame will do (with or without PR)
To me it seems like a good way to get a 'loan' of sorts. Start a website, advertise other peoples websites to get the money to start going. Then once the website is makeing a profit, refund the advertisements and remove them from your website.
these "lifetime" agreements are pointless anyway. For starters, define what "lifetime". The site? The buyer? The seller? It is going to be focussing on the lifetime on the site. Now, if a person buys a link and the site goes down after 3 days. Woo, easy money! The lifetime of the site is now over and the webmaster is rich. I would never ever trust these schemes.
It may be difficult to gain trust from educated web users, but I wish you the best of luck with your idea

Hello, I have promoted for one month... and I got PR 2... for one months work... but still I didnt sell any links.... I have backlinks of 5700 or so... according to Yahoo... and have an Alexa Rank of 250k which came from 10 million+.... And Now I am thinking in another way... to keep permanent links... will open another thread for thta.......
