No advice needed, I have a site receiving a 4.5% CTR and I'm very happy if it was on 10% I would be more than happy that I am doing something right :) IMO don't worry about it and keep driving traffic if your getting that CTR.

You have no reason to worry unless you're doing something against G's TOS.

I have sites that consistently score twice your CTR and have been doing so for over 2 years with no problems.

If you are seriously concerned about this then maybe you should contact Google to ler them know that you suspect a problem. While 10% CTR may not normally be too high I would also be concerned if my numbers were changing so drastically. Curious - is your eCPM remaining steady or is it dropping?

We could probably tell you more if we could see the site in question

My average CTR is 15% and as high as 30% for over a year and never had a problem.

As long as you are not violating any terms you have nothing to worry about.

    BigballVN.BIZ is for you?

Take Google AdSense off your website and re-read the Terms of Service. I went through the liberty to make it easy and post the link for your convenience:

    https://www.google.com/adsense/supp...&sourceid=aso&subid=ww-ww-et-asui&medium=link

As redgsr said, if you aren't violating any terms you have nothing to worry about. Sadly, you are violating TOS. You have no cotent. I'm not sure what it says (I think the language is Vietnamese), but I hope you are not encouraging users to click.

I just took a look @ the source code... Wow. (Make sure you don't edit your AdSense code--I think you have)

Thats ok man relax.. my sites have between 10%ctr and 16% ctr daily
    some times more :)
thats ok its a good thing as long as your not clicking your own ads or encuraging clicks this is a normal ctr for you :)

10%ctr means 10% of your visitors clicked your ads, thats good..

Dont worry google knows who is being good and who breaks the rules :)

On the site before there was an AdSense ad with little to no content. I went to http://bigballvn.biz/ and there is no more AdSense ad on there [THAT! was against TOS].

The other site (the RapidLeech domain) looks like it's sort of fine. I'd add more content with an explanation of what Rapidshare is, how the website helps, etc. I don't really like keeping websites empty.

My Current CTR is lower than 1% and I am willing to increase, usually peoples looks for the ways to increase it rather than the ways to decrease CTR.

I think some of us here should be asking you for advise on how to higher of CTR, once you are following the guidelines you should be ok. Email google and ask them, I wasn't sure with my first site and they replied within a few days asking me to change one word.
