why this guy did not get baned?

    This page violates the TOS because of the lack of content, its solo purpose is to display adsense. Traffic has nothing to do with a site getting banned or not, the picture and ad placement is also borderline.

    It didn't show up ads due to he put ads over 3.
    it will get banned after it reach $100 cheque because it asking clicks
