I am thinking to run a hosting business for my city. Now I want to ask people in here who has experiences with hosting.
If I buy dedicated server at Layeredtech, Theplanet .... Then can I allow my clients to host warez, copyrighted materials on my server?

    Thanks

They don't allow it, Softlayer is more open if the content is private etc you need to read their AUP and TOS so you will know, but definitly layeredtech will not work for you either the planet. There are other providers which will be able to provide you with the service stamina I guess but mainly I think you will need to go offshore ex hongkong.

I don't wanna provide warez hosting, but if I get many clients and then it's hard for me to check if they host warez on the server or not. I mean that. So what should I do?

You cannot , you need to check the Acceptable Usage Policy in this case as example Layeredtech look at it http://www.layeredtech.com/about/legal/acceptable-use-policy.php

I would recommend then Softlayer since they will send you a notification to solve the issue Layeredtech will just shut down the server without notice same as The Planet.

Well, hosting warez and copyright contents would be a big NO-NO. What you do is have a good AUP on your website explicitly prohibiting the hosting of such contents.

You can take the proactive approach by monitoring traffic of your customers' sites and visit them to see what they are hosting. I am not saying to pry into the file directories but at least what any proper visitors would visits and shut down any site which is breaking your terms.

Or you can take the reactive approach which means do nothing until you get complains from the copyright holders or the law enforcement agencies and then go investigate and shut down those sites. In this approach, you will need to be supportive and be helpful to the law enforcement agencies in cracking down problem sites.

However, in the end, the server agreement and contract is between you and your web host and you are deem responsible for all contents on the server. If you do get any complains, work with the web host to remove or suspend those sites.
