I'd vote for articles, I've had tremendous results with them. Especially if you combine a few distribution services, you can get a single article on 10,000+ websites within a few days if you do it right. Second I would vote blogging. Although this is for SEO only, not sales or targetted traffic. If I'm looking for sales, I do forums, free advertising, and a few other things.
Leave out the 'link exchange' part. Much better to have relevant inbound links. Also, i like the idea of RSS feeds because if you have great content. It could get passed around and around.
Quality unique and relevant (not to mention well-written) content that people would give an arm and leg (not to mention kill their own mothers) to link to, a usable and accessible Web site, and focused relevant quality inbound links would be the things I'd focus on to start. The rest is just isn't worth my time. But I'm a content creator (and a Web developer), not a BSer.

The off page factor that has the biggest impact on getting your site to rank well on google is the quality of inbound links and the anchor text used in those links. The best inbound linsk you can get are links from authority websites in your niche.
