    Im looking to buy some type of forum. I would like it to be started but not too far into it. Maybe a few months.

    i have a warez forum which needs a vb license (well it dont really) the db is in phpbb3 i could set up a demo for you to see the database its got about 800 members and its pr2 ill sell it for $100 heres the link. www.watchmoviez.com

    Hmm. I would most likely just use phpbb3. What is the legal side of this? Does the server need to be in some other country or something?

    Yes the server has to be in another country but i can sort you out with a good warez site
