Just login to your PayPal account, all you have to do is accept a small charge to a Credit Card (wich will be refunded to your paypal account) and use the code that appears with the transaction on your next bank statement to verify it. Just follow the instructions, they are pretty helpful.
Most VCC offered here are from the Indian Bank HDFC Netsafe accounts which is supposed to be made for the exclusive use of the account holders. However people here just disregard that just to make some money by sharing their account.
A VCC is a Virtual Credit Card. You basically use someone's HDFC Netsafe one-time VCC Number to pretend it is yours and use it to verify your account. You will need to go back to the account owner to get the Expander Use Number to enter to verify your account. This is technically not legal since it is not your credit card that you are using. Also the one who sells you the VCC does not verify who you are and they probably do not have the authority to sell it anyways. If you use the VCC, make sure that you understand the consequences if your account get limited and they ask you for your credit card statement as the VCC does not have a credit card statement. Use it at your own risk. A VCC defeats the very purpose of verification in the first place as the only aim is to trick Paypal but it does not tell them exactly who you are and if you are out to cheat or not. If you do not have a Credit card issued by your bank, do not set up a Paypal account.
VCC is not recommended If you want to go with paypal long then apply for credit card from banks like HDFC,ICICI,SBI and verify your paypal account using that IMO.
