The more backlinks you have to your site the higher your pagerank will be. Here are three things to do: 1. Submit your site to directories. Lots of them. 2. Contact webmasters with sites of a similar niche as yours and ask them if they would like to swap links. 3. Write interesting articles that would encourage other sites to link to.

Unique and "hot topic"/current event content will bring you loads of unique visitors if you optimise the page/site properly for search engines. I achieved PR3 with barely any effort.
paid submission to 200-500 directories link bait posts getting links from other bloggers blog farm blogposts like posts at 50 blogs for $x ... not recommended
same with me..how ever i had a small directory submission...now google giving good PRsto new sites..but PR5+ is very difficult now
