Yup you will be charged if the funds came from a credit card and you are limited to accepting only 5 a year.
If the user paid with Credit Card, you need to accept manually each payment so you know which one is a credit card payment and paypal must have informed you this

The personal account is there for basically customers who just spend money. The Premier/Business accounts are for people who sells and make money by selling things using the Paypal platform. Paypal is not a charity and it has costs it needs to pay and thus if you are doing business, Paypal is entitled to cover their cost for providing their service to you. Paypal is not that stupid. However, if you want to carry on doing what you are doing, just be prepared for the consequences.
