Both are the same to the search engines, but number is much better on the eye for your visitors.

Both are good, I'll suggest to go for first, there is already keywords there in.

Personally I think your titles are really bad.

Your stuffing with them with keywords. Is it really necessary to repeat 'Washington' three times? It sounds unnatural.

You have also exceeded 65 characters. Your titles will be cut off in SERPs.

    Remember: Copy first, keywords second.

Yeah, there's no reason to stuff the titles. Just go with 'Cheap Flights to Washington'.

i think there is no difference between your examples but

"Cheap Flights to Washington - Flight to Washington - Cheapest Flight to Washington"

    may be better for you

    the title/keywords are redundant..

Try to make a clear, descriptive and direct to the point title that is good for the visitors and search engines eyes..

Cheap Flights to Washington - All the cheapest airfare prices

Basically something like that is so much better than what you have, as this actually sounds like a sentence, and you have no duplicate keywords in there.
